What Is TRICARE For Life?

TRICARE For Life (TFL) is Medicare-wraparound coverage for uniformed services retirees and their family members who have Medicare Part A and Medicare Part B. TFL acts as a secondary payer to Medicare. Medicare pays first on your claims, and TFL pays the remaining covered costs, often leaving you with no out-of-pocket expenses for Medicare-covered services. This benefit eliminates most copayments and deductibles that Medicare alone would leave behind.

TFL is not a standalone health plan. You cannot enroll in TFL without Medicare. The coverage is automatic once you have both Medicare Part A and Part B and show as TRICARE-eligible in the Defense Enrollment Eligibility Reporting System (DEERS). There are no TFL enrollment fees. However, you must continue paying your Medicare Part B premium to maintain eligibility.

Who Qualifies for TRICARE For Life

TFL eligibility follows Medicare eligibility, not age alone. You may qualify if you are:

  • A uniformed services retiree with Medicare Part A and Part B

  • A family member of a retiree who is TRICARE-eligible and has Medicare Part A and Part B

  • A surviving spouse or dependent who is TRICARE-eligible and Medicare-eligible

  • A beneficiary under age 65 who qualifies for Medicare due to disability or End-Stage Renal Disease (ESRD)

TFL is available regardless of age or where you live. Even if you live overseas where Medicare does not provide coverage, you must still have Medicare Part B to remain eligible for TRICARE. If you are approaching age 65, DEERS notifies you approximately 90 days before you must enroll in Medicare Part B to transition to TFL.

Why TRICARE For Life Matters

Without TFL, Medicare beneficiaries face 20 percent coinsurance on most Medicare-covered services, with no annual out-of-pocket maximum under Original Medicare. TFL covers that remaining 20 percent and also covers services that Medicare does not cover but TRICARE does, such as certain prescription drugs and overseas care. For military retirees and their families, TFL preserves the health care benefit they earned through military service.

Calling the Wrong Number

The most frequent mistake is calling the TRICARE East contractor (Humana Military) for TFL issues. All five states covered here are in the West Region, so you should contact TriWest for regional TRICARE questions and WPS for TFL claims. TFL is administered separately by WPS.

Not Having Medicare Information Ready

How TFL Claims Work

When you receive care from a Medicare-participating provider, the provider files the claim with Medicare first. Medicare processes the claim and sends it to WPS for TFL consideration. WPS pays the remaining covered costs according to TRICARE rules. You may receive an Explanation of Benefits from both Medicare and WPS.

If you see a provider who does not participate in Medicare, you may need to file the claim yourself. In these cases, Medicare and TRICARE may pay differently, and your out-of-pocket costs may be higher.

Filing a Claim Yourself

If you paid out of pocket for care, you can file a claim with WPS for reimbursement. Send the completed claim form, itemized bill, and proof of payment to the claims address.
