Helpful information about VA benefits, disability, healthcare and services for veterans.

A “permanent and total disability” means a disability the VA has rated as 100% disabling and is not expected to improve.

Key rule: You cannot have CHAMPVA if you qualify for TRICARE. The two programs do not stack. TRICARE is administered by the Department of Defense for active-duty service members, retirees, and their families regardless of disability status. CHAMPVA is a VA program specifically for families of 100% P&T veterans who have no TRICARE eligibility.

Surviving Spouse Rules

If you remarry on or after your 55th birthday, you keep your CHAMPVA benefits. If you remarry before age 55, your benefits end on the date of remarriage. If that remarriage later ends, you may qualify for CHAMPVA again beginning the first day of the month after the remarriage ends.

Dependent Children Age 18–23

If enrolled in high school, college, or another educational institution, a dependent child can keep CHAMPVA between ages 18 and 23. Benefits end when the child is no longer enrolled in school or turns 23, whichever comes first. Marriage before age 23 also ends eligibility. If the child is permanently unable to support themselves due to a disability that occurred before age 18, they can keep CHAMPVA after age 18 as a “helpless child.”

Before applying, you must: (1) get a Social Security number for the child, and (2) add the child as a dependent of the veteran sponsor by contacting the nearest VA regional office.

CHAMPVA Costs and Cost Sharing in 2026

How the Catastrophic Cap Works

Once your household reaches $3,000 in out-of-pocket costs for covered services in a calendar year, CHAMPVA pays 100% of additional covered services for the rest of the year. This cap applies per household, not per individual.

Meds by Mail: Zero-Cost Prescriptions

CHAMPVA beneficiaries who do not have other prescription coverage can use Meds by Mail for non-urgent maintenance medications. There is no enrollment fee, no deductible, and no cost share. Medications are mailed directly to your home. To use Meds by Mail, ask your provider to send prescriptions electronically to Meds by Mail CHAMPVA through their ePrescribing system.

OptumRx Pharmacy Network

CHAMPVA has a contract with OptumRx for pharmacy services. Beneficiaries can fill prescriptions at any OptumRx network pharmacy by presenting their OptumRx prescription card. If a pharmacy is outside the network, you pay the full cost upfront and file a claim for reimbursement of 75% of the CHAMPVA allowable amount.

CHAMPVA and Medicare: How They Work Together

CHAMPVA is the secondary payer for beneficiaries with Medicare coverage. If you have Medicare Part A and Part B, Medicare pays first and CHAMPVA covers most of the remaining cost. In most cases, dual Medicare/CHAMPVA beneficiaries pay nothing out of pocket.

Key rules:

  • If you turn 65 on or after June 5, 2001, you must be enrolled in Medicare Parts A and B to be eligible for CHAMPVA.

  • Enrollment in Medicare Part D is not required to remain eligible for CHAMPVA.

  • Individuals aged 65 or older who are not entitled to Medicare Part A retain CHAMPVA eligibility.

Failing to submit VA Form 10-7959c. If you have other health insurance, including Medicare, you must complete this form for each beneficiary. Missing it delays your application.

Not checking CITI participation. Not all VA facilities participate in the CITI program. Call the Chattanooga VA Clinic at 423-893-6500 to confirm CITI availability before scheduling.

Assuming CHAMPVA covers everything at 100%. CHAMPVA pays 75% of allowable charges after the deductible. Beneficiaries are responsible for the remaining 25% until the $3,000 catastrophic cap is met.

Missing the one-year claim filing deadline. All CHAMPVA claims must be filed within one year of the date of service. For inpatient care, the claim must be filed within one year of the discharge date. Claims submitted after the deadline are denied.
