What Is the Mississippi Department of Veterans Affairs?

The Mississippi Department of Veterans Affairs is a state agency responsible for contacting, informing, counseling, and assisting Mississippi veterans and their dependents regarding rights, entitlements, and benefits—including compensation, pension, education, insurance, loans, medical care, and burial. It operates under the State Veterans Affairs Board and is charged with running the State Veterans Memorial Cemeteries, the Mississippi State Veterans Nursing Homes, and approving programs and institutions of education and training under federal law.

Veterans Benefits & Resources
Helpful information about VA benefits, disability, healthcare and services for veterans.

MSVA is not the federal VA. The federal VA pays disability compensation, operates VA medical centers, and administers the GI Bill. MSVA administers Mississippi-specific programs—property tax exemptions, state veterans homes, state cemeteries, home purchase loans, and tuition benefits—and helps veterans file federal claims at no cost. Confusing the two is the most common mistake veterans make when searching for help.

Check Eligibility

To live in a Mississippi VA veterans home, the veteran or spouse must:

  • Have been on active duty in the U.S. Armed Forces and not discharged under dishonorable conditions (DD-214 required), or be the spouse of a veteran currently residing in a Mississippi State Veterans Nursing Home.

  • Be or have been a Mississippi resident (non-residents may be admitted if no Mississippi resident is waiting).

  • Have had a medical examination within 30 days of admission showing:

    • No communicable disease.

The Tradition Home: A Major Upgrade

The Vito J. Canizaro home cost $65 million and spans 133,000 square feet. It features private single-occupancy rooms—a major shift from the double-occupancy model used in the four older homes. Daily expenses are partially reimbursed by VA based on the veteran’s disability rating. The first residents moved in during June 2025.

Mississippi Education Benefits for Veterans and Dependents

Mississippi offers in-state tuition to all veterans and certain dependents, a scholarship for children of POW/MIA service members, and National Guard tuition assistance. These state benefits stack on top of federal GI Bill benefits.

In-State Tuition for All Veterans

Any veteran, as defined by Title 38 of the U.S. Code, or a person entitled to education benefits under Title 38, is authorized in-state tuition at Mississippi public colleges and universities, regardless of residency status. Military personnel stationed in Mississippi are also classified as state residents for tuition purposes.

POW/MIA Dependents Scholarship

Children of any member of the armed services whose official home of record and residence is within Mississippi and who is officially reported as a prisoner of war or missing in action can receive an eight-semester scholarship at any state-supported college or university. The scholarship covers tuition but excludes books, food, school supplies, materials, and extracurricular fees.

National Guard Tuition Assistance

The Adjutant General of Mississippi is authorized to pay tuition for certain members of the active Mississippi National Guard enrolled in an accredited institution of higher learning, vocational school, or junior college within the state. Funding is subject to availability, up to a maximum of $10,000 per year for full-time undergraduates at a state institution.

Other Mississippi State Veteran Benefits

Hunting and Fishing Licenses

Veterans with a VA total service-connected disability rating do not need to purchase or possess a hunting or fishing license. They must carry proof of age, residency, and their disability rating while hunting or fishing.

Concealed Carry Permit Fee Exemption

  • Service-connected disabled veterans are exempt from concealed weapon permit fees and renewal fees, provided they have been Mississippi residents for 12 months or longer (with certain waivers).

Parks and Recreation Discount

Veterans and active service members receive 15% off camping and lodging at Mississippi state parks, excluding holidays, special events, gulf-view sites, and primitive sites.

Professional License Reciprocity

Military members and military spouses moving to Mississippi due to active-duty transfer can more quickly obtain licenses for professions such as teaching, accounting, cosmetology, engineering, and real estate brokerage. Medical licenses for physicians, nurses, and dentists are also included.

Free Vital Records

The Mississippi Department of Health furnishes free birth and death certificates when needed to establish claims for dependency, disability, or survivor benefits for veterans who are legal residents of Mississippi. Chancery and circuit clerks furnish free marriage licenses, divorce decrees, and adoption decrees for the same purpose.

How to Apply for MSVA Assistance

To apply for MSVA assistance, contact a Mississippi Veterans Service Officer or visit MSVA headquarters with your DD-214 and relevant documents. Service officers review eligibility for state and federal benefits and help file claims at no cost. There is no single online application for all MSVA services; most are handled in person or by phone with a service officer.

Step-by-Step

  1. Locate a service officer through msva.ms.gov or by calling (601) 576-4850.

  2. Gather your documents:

    • DD-214 or other separation document.

    • VA decision letters and rating decisions.

    • Marriage certificate and death certificate (for survivor claims).

    • Financial documents (for pension or scholarship applications).

    • Proof of Mississippi residency.

  3. Meet with a service officer. Explain the benefit you need. The officer confirms eligibility and helps complete the application.

  4. Submit the application through the service officer. For federal claims, the officer files electronically or by mail.

  5. Keep copies of everything and record the date filed.

  6. Follow up with the service officer if you do not receive a decision within the expected timeframe.

Common Mistakes Veterans Make

The most common mistakes are confusing MSVA with the federal VA, missing the April 1 property tax deadline, and assuming state benefits are automatic. Other errors include:

  • Assuming MSVA pays disability compensation. MSVA helps file claims; the federal VA pays.

  • Not filing the property tax exemption by April 1. The exemption is not automatic; it requires a claim with the county tax assessor.

  • Not providing a DD-214. Nearly every state benefit requires proof of honorable service.

  • Assuming in-state tuition is automatic at every school. Confirm with the institution’s veterans office.

  • Not filing the FAFSA for dependent education benefits. Federal aid must be exhausted first for some programs.

  • Waiting too long to apply for a State Veterans Home. Waitlists are ordered by application date, and Mississippi residents receive priority.

  • Not using a service officer. MSVA service officers are free and accredited. Private claims consultants often charge fees.

  • Assuming a VA denial is final. Appeals are available through supplemental claims, higher-level reviews, and Board appeals.

Appeals Process

Veterans who disagree with a federal VA decision can file a supplemental claim, request a higher-level review, or appeal to the Board of Veterans’ Appeals. MSVA service officers can help prepare and file appeals at no cost. For state benefits:

  • Property tax exemption disputes are handled through the county tax assessor and local appeals process.

  • State Veterans Home admission decisions are governed by MSVA policies and the State Veterans Affairs Board.

  • Cemetery eligibility denials may be appealed to the State Veterans Affairs Board.

Federal VA Appeals Options

  1. Supplemental Claim (VA Form 20-0995): Use this if you have new and relevant evidence.

  2. Higher-Level Review (VA Form 20-0996): Use this if you believe VA made an error on the existing record.

  3. Board Appeal (VA Form 10182): Use this for an independent review by the Board of Veterans’ Appeals.
